Ghana has taken a major step toward strengthening its investment environment with the transformation of the Ghana Investment Promotion Centre (GIPC) into the Ghana Investment Promotion Authority (GIPA).
On July 15, 2026, President John Dramani Mahama assented to the Ghana Investment Promotion Authority Act, 2026 (Act 1173), replacing the Ghana Investment Promotion Centre Act, 2013 (Act 865).
This landmark legislation represents the most significant reform of Ghana’s investment framework in more than a decade.

The new Act expands the Authority’s mandate and equips it with stronger institutional and enforcement powers to attract, facilitate, promote, and retain both local and foreign investments.
It also empowers GIPA to support Ghanaian businesses seeking expansion into regional and international markets, reinforcing Ghana’s position as a preferred investment destination.
Act 1173 introduces several investor-friendly reforms aimed at improving the ease of doing business. These include the removal of blanket minimum capital requirements for wholly foreign-owned enterprises and joint ventures, the establishment of a statutory Investor Grievance Mechanism, expanded expatriate quota thresholds, annual registration renewal for enterprises, and the creation of a One-Stop-Shop to simplify investment processes.

The legislation also aligns Ghana’s investment framework with the African Continental Free Trade Area (AfCFTA) Protocol on Investment and global best practices.
Speaking on the significance of the transition, GIPA Chief Executive Officer, Mr. Simon Madjie, described the new Authority as a modern institution designed to provide faster, more transparent, and efficient services to investors while ensuring that investment benefits are widely shared across Ghanaian communities.
The implementation of Act 1173 demonstrates Ghana’s commitment to building a stable, transparent, and competitive investment climate.
Existing registered enterprises are encouraged to comply with the new statutory requirements, while prospective investors are advised to follow GIPA’s official communication channels and the Business Regulatory and Reforms Portal for implementation updates.
The reforms are expected to boost investor confidence, create jobs, and drive sustainable economic growth across the country.
