The young man, identified as Deandre Rontrell Dean has a skin that look as though he has been struck by a disease.
As a result, a lot of people have reacted in many different ways to his mugshot.
While some are saying he may be suffering from a skin illness called Psoriasis, others are saying he may be lacking a mosturizer.
